Abstract

Introduction: Health organizations must achieve efficient internal control of their means, services and resources, and permanently manage risks. In the Cumanayagua municipality there is no specific measuring instrument for the medical assistance activity that allows the systematic evaluation of the results of its management.

Objective: To design and validate a measurement instrument to facilitate the systematic supervision of the internal control operation for the health care activity in Cumanayagua.

Methods: A descriptive observational study was carried out, which used the qualitative-inductive research method, of the control actions reflected in the control actions file, of the Municipal Directorate of Public Health of the Municipality of Cumanayagua, in the period included in january until december 2018, from the perspective of the National Health System. A measuring instrument was designed for the supervision of medical care and it was validated using the Delphi method.

Results: An instrument was designed with items grouped around two themes: experiences in the interest of the proper functioning of the Internal Control system in the Health Sector and another in the performance of the prioritized programs that comprise the medical assistance activity. Expert validation had 100% agreement.

Conclusions: The designed instrument provided a valid and reliable work tool, which justifies its use and application for the adequate and timely decision-making, satisfactorily validated by experts.
